Leopold Theodor Haasman föddes 15 oktober 1869 i Plauen-Dreseden, Saxen. Han var tysk medborgare och arbetade som svensk vicekonsul i Batavia (nuvarande Jakarta) från 1911 till 1923 eller 1924. På en blankett till Kungliga Utrikesdepartementet uppger han, den 30 oktober 1911, att han arbetar som chef för Indische Handels Compagnie of Batavia (import, export, manufacturing of arak, essential oils...). Där står också att han kan tyska, engelska, franska, nederländska och malajiska.
